Even though there may be many different messages to interpret with this particular episode, I believe the main one to leap away at us is: if technology fails all of us, we use our primal instincts and chaos ensues. This is apparent when a youthful boy inside the neighborhood hypothesizes that the target overhead can be some sort of alien create, and that the aliens won't permit any of them leave the neighborhood.
The boy procedes mention that in a comic publication that he read, only the aliens sent down prior to the spacecraft would be able to leave the city and that they will look and act exactly like one of them (humans). I would personally find this kind of idea a farce, however the neighborhood entertains this idea after a man disappears to review the next stop over and will not return all night.
